Report prepared by the Hobby Center for the Study of Texas for Methodist Healthcare Ministries of South Texas. Report was used by MHM and other healthcare advocates in testimony before the Texas House of Representatives. Analysis was used as the basis for fiscal impact analyses by Bill Hamilton.
